I’m a Downtown stakeholder and I’m writing to request that Mayor Garcetti increase the amount of community-minded LAPD foot beat officers in DTLA by adding additional resources for this effort in his 2019 draft budget.
Downtown Los Angeles is in the midst of an explosive growth period. The residential population has increased fivefold over the past 20 years and new business activity abounds throughout the area. The non-residential population has also significantly increased as Downtown has become a center for nightlife and entertainment, which in conjunction with recent changes in state law has resulted in elevated rates of property damage, theft, and violent crime.
Since LAPD deployment is primarily determined as a function of region area and response time based on vehicular transport, the overall level of LAPD presence in most of DTLA has not significantly increased since the late 1990s despite the area’s exponential population growth. DTLA is now a dense pedestrian-centric area, and this trend will accelerate for the foreseeable future. Motorized patrols do not provide sufficient, persistent visibility for crime deterrence in such an environment, nor do they foster community engagement and thereby trust.
We maintain that incorporating LAPD officers as familiar, trusted community members via neighborhood policing is the only possible effective strategy to reduce preventable crime in this area, and dedicated, permanent LAPD foot patrols will best accomplish these goals.
Los Angeles aspires to be, in the words of Mayor Garcetti, “a world-class city”, and we could not possibly agree more. Please consider incorporating resources for more LAPD foot beats in Downtown Los Angeles in the 2019 budget.
